If you check my profile and click my blog "htm quoi", I just did what you want (I think) and you just have right click on the page to see my blog template and then to copy and paste my "background" CSS attributes in your blogger template...
That is to say, in your blogger dashboard, go to "template", "edit current", and right after this :

you must change the "background line into this :

I hope this is clear.
if you change "no-repeat" into "repeat" you'll have fairies allover, but you won't be able to read anything
if you change "top right" to something else like top left ( check this site to see more ) the fairy will move to another place in your page.
